Because so many things in Canada are different from the USA - accounting rules, tax rules, payroll rules, etc. And because the two programs come from two completely different 'ancestors' that have both been taken over by Sage years ago. Note that the options for other countries are also very different.
I do agree that there are some options that seem to be available in all versions except Canada's. What specific options are you wishing for?
